Here our team is telling you about admissibility of premature increments on promotion from the post of PST to EST. Please refer your letter No.DAO/BWN/Pay Fixation/HM-353, dated 31.03.2021, on the above subject. It is informed that, prior to 2014, as per the Punjab Education Department Recruitment Rules 1987, the post of EST was filled by direct recruitment. There was no provision for 50% in-service promotional quota reserved for Primary School Teachers (PSTs) against the post of ESTs. Later on with the approval of competent authority, S&GAD formulated new service rules of school teachers tilted. “The Punjab School Education Department (School Education) Services Rules 2014 vide Govt. of the Punjab, S&GAD Department Notification No.SOR-III(S&GAD)I- 19/2004(P), dated 14.03.2014.
According to which the post of EST was declared promotional post and further all PSTs had to be promoted to the post of EST in the light of new service rules ibid. The position has also been clarified vide Govt. of the Punjab Finance Department order No. FD.PR.21-28/16, dated 18.01.2017.
