Today Minister of Law and Parliamentary Affairs Punjab presented bill in Provincial Assembly Punjab titled as “The Punjab Regularization Of Service (Amendment) Bill 2021”. In this bill it is proposed to amend the Punjab Regularization of Service Act 2018. It is necessary to amend the Punjab Regularization of Service Act 2018 (XV of 2018) for the purpose hereinafter appearing. Be it enacted by the Provincial Assembly of Punjab as follows:
Short title and commencement
- This Act may be cited as the Punjab Regularization of Service Amendment) Act 2021.
- It shall come into force at once.
Insertion of section 11-A in Act XV of 2018
In the Punjab Regularization of Service Act 2018 (XV of 2018), after section 11, the following section 11-A shall be inserted.
11-A. Relaxation, notwithstanding anything contained in the Act, any other law or rules for the time being in force, the Chief Minister may regularize the service of a contract employee in relaxation of all or any of the provisions of the Act on such terms and conditions as may be determined by him, but such terms and conditions shall not be less favorable than the existing terms and conditions of service of such employee.

Reason of Punjab Regular of Services Act 2021
The Punjab Regularization of Service Act 2018 provides for the regularization of service of contract employees in Punjab. The instant legislative proposal aims at regularization of service of those employees who are rendering important business of the Government efficiently and nature of their employment and jobs description necessitate that their service must be regularized to ensure further efficiency in transaction of such important business.
