The finance department has issued the notification regarding time scale Promotion on 16th June 2021 vide order No FD.PC 40-12/2017(863/19) addressed to All Administrative Secretaries to Government of Punjab, All Heads of Departments in the Punjab, and Commissioners in Punjab. Firstly, the government of Punjab approved the summary. Secondly, In this regard letter issued to all administrative secretaries in Punjab, principal secretary to Governor Punjab Lahore, military secretary Punjab, secretary Punjab assembly Lahore, secretary public service commission Lahore, all commissioners in Punjab, all head of the department in Punjab, all-district coordination officers in Punjab, accountant general Punjab and the chief inspector of treasuries and accounts Lahore. TIME SCALE PERSONAL UP GRADATION TO OFFICERS IN BS.16 AND ABOVE
Most importantly, The government of Punjab has clarified the time scale promotion awarded to all employees of Punjab from BS-16 and above. Time scale personal up-gradation to officers in bs.16 awarded on the following policy.
Officer and official whose tenure of 10 years in a basic pay scale completed time scale will give. Time Scale promotion and this Personal Up-gradation in directions of Finance Departments already issued and therefore the said employee falls under Para 24 of Promotion Policy 2010. It is further clarified that time scale promotion allowed without a departmental promotion committee. This time scale promotion is admissible to the employees of the Punjab government who have completed 10 years of service in the same cadre or grade. The officers or the officials whose posts have been upgraded are also allowed time scale promotion. For this purpose, they have 10 years of service after up-gradation.
Clarification Of Personal Up-gradation Notification
No inquiry pending against the civil servant. Moreover, No reference filed any authority against him in court. He/she has not awarded any kind of penalty. If the major penalty awarded to the employee then the following conditions will be followed. Moreover, this personal up-gradation is allowed for BS 20 and BS 21 employees. This up-gradation will consider as personal up-gradation. In conclusion, this time scale promotion is not applicable to the teacher working in grade BPS 16 to BPS 20. It is observed that upper-tier has less post according to the FD policy letter.
Furthermore, this order of time scale issued by DEPUTY SECRETARY (PC) Finance Department Punjab is forwarded to all departments for necessary actions further detail is given in the notification. Inclusion is a good step of government to facilitate the employees working in province Punjab. Many employees of different departments will benefit.
